Coney Island plan wins a round

The New York City Council voted overwhelmingly for Mayor Michael R. Bloomberg’s plan to turn Coney Island into a year-round waterfront destination with high-rise hotels, restaurants, retail stores, movie theaters and the city’s first new roller coaster since the Cyclone was built in 1927.
But developer Joseph Sitt has not agreed to sell his 10.5 acres at the heart of the project. If he refuses, the city would have to consider seizing it by eminent domain.
