		<description><![CDATA[I just happened to come across this article and am not surprised. I remember when the commission was founded. I was a longshoreman on the Chelsea piers. It was began as a &quot;temporary&quot; agency 55 years ago. It was supposed to root out the gangsters and purify the working place. Ten years later, about the time the containers took over, I remember that on every pier from 32 through 61 on the west side still had a regular Shylock, Numbers runner and bookmaker doing business.
     The commission managed to keep a few guys with criminal records from working, but mainly they kept themselves working, and growing. Now I guess its the 3rd generation of the &quot;temporary&quot; agency. Once they became entrenched as a bureaucracy they became just another group sucking on the public teat.]]></description>
