When Pipe Dreams Come True
Perhaps the most concrete sign that things are changing in Meadowmere, a minuscule patch of Queens southeast of Kennedy Airport, is that David Soto has begun paying his taxes again. Mr. Soto, a 52-year-old landscaper, says he refused for years to send any money to the city government for what he called neglect of his neighborhood, which has long been without sewers and becomes flooded after it rains.
